FLAWLESS—Federated Law Attestation Workflows for Legal Evidence, Sovereignty, and Scalability—represents a paradigm shift in how Europe manages compliance in the digital economy. By transforming fragmented and manual regulatory processes into sovereign, automatically verifiable workflows accepted by authorities, the project directly promotes digital justice, administrative fairness, and equitable market access. Its ambition involves 35 partners, 13 Member States, four regulatory domains, and eight active TRL8 services, establishing a public interest model in which AI-driven automation operates within applicable regulatory boundaries, with formal legal provenance and under continuous human supervision, demonstrating that trustworthy AI and regulatory sovereignty are mutually reinforcing objectives. Ethical integrity is guaranteed by non-negotiable architectural choices. Law-as deterministic reasoning produces legally relevant compliance determinations. AI agents are bound by sovereign ODRL policies applied at the connector level before any data leaves the release node. An XAI layer generates automated decisions with audit-level provenance, enabling human oversight of all services. The three-tier access model transforms compliance into a universal right, reaching underserved SME populations, including female-led sole proprietorships. SSH research measures social equity with the same rigor as technical performance. PULSE converts real-time service evidence into EU policy intelligence. CRYSTALS Dilithium post-quantum protections make all proof chains future-proof. The results are released as open-source, providing a legitimate, accountable, and replicable model of ethical AI governance for the EU: the FLAWLESS project. FLAWLESS focuses on Area 1 of the topic.
